Fracture And Reconstruction: The Research On The Relationship Between The Local Government And Community Social Organization

With the "small government, big society" proposed, the social organizations has been rapid developed in China in past 20 years. As the product of rapid urbanization and enriched material and cultural life, community social organizations are the effective vehicle for residents to participate in the public affairs, and played an important role in the social construction of social transformation and innovation management. The party's congress report said," To accelerate the social construction focused on improving people's livehood, social organizations need to play a positive role in expanding people's participation, reflecting the aspirations of the masses and enhancing community self-govern." Sixteenth Party Central Committee pointed out, "establish and improve party leadership, government responsibility, social coordination, public participation in the social management pattern, update management philosophy, innovation management, expand service areas, associations, industry associations and social intermediary organizations need to play a role in providing services, reflecting the aspiration and regulating behavior, to make the social management and social services work together. "Adequately shows the new round of reform and development in the party and the state's attention for the development of social organization. As a community building started early, at the forefront of the development of the city, Shanghai municipal government initiative to adapt to the changing situation, has introduced the community-building and promoting the development of social organization documents policies for social management innovation, speed made a model of a typical social transformation.Based on the research of" the development of social construction and social organizations in Xuhui District, Shanghai", through the sampling of the social organizations, street workers and the residents within 13 streets in Xuhui District, we conducted a questionnaire survey and field interviews to know the residents'demand for social services as well as social development status of the organizations. In the lead of the research process, I'm very interested in the relationship between the local government and community social organizations, and want to take it as my paper topic. Take literature research, field research, a combination of qualitative and quantitative methods, specific analysis of the relationship between community social organization and local government at present and the resulting development bottlenecks. Then try to use social constructivist theory to reconstruction the new "partner" relationship, so as to promote the sound development of social organization and build a harmonious society.
