On the threshold of the new century, the State Council promulgated The Resolution, which is turning the reform and development of elementary education into a central issue in China's "Tenth-Five-Year" Plan. Nongovernmental primary and secondary education, a component part of elementary education, makes valuable contributions to strengthening people's consciousness of education, mobilizing public and individual enthusiasm for school-running, accelerating the improvement of national elementary education, and implementing the "Revitalizing China Through Science and Education" strategy. In addition, it is conductive to an effective reform of system for running schools. Through drawing the idle capital from society, nongovernmental primary and secondary schools help increase educational investment, as well as guide public and private education expenditures. Moreover, they play a positive role in carrying forward the education & teaching reform, improving the quality of education, and enhancing school-running benefit. Much importantly, they are of such flexibility that they can meet people's diverse needs for education, to a large extent. Therefore, nongovernmental primary and secondary education constitutes an important and organic part of Chinese national elementary education.The advancement of nongovernmental primary and secondary education greatly depends on economic situation. It is also closely related to state policies. Generally speaking, nongovernmental primary and secondary educational policies cover the regulations on educational Tizi, teachers or personnel, quality and funds of education. By standardizing and directing school educational Tizi, educational administrative Tizi and intra-school managing Tizi, nongovernmental primary and secondary educational Tizi policy serves as the basic pathway for a country to reform and develop its nongovernmental primary and secondary education.The thesis, to begin with, theoretically constituted the framework of nongovernmental primary and secondary educational Tizi policy. Based on the framework, it examined carefully the status quo of the policy in China, and then found out the major problems with which the policy is confronted. Finally, the thesis put forward a series of countermeasures to deal with the problems.
