The educational equity is the important contents of the social equity. It is the extension of the social equity in the realm of education and is also an important way to achieve the social equity. The educational inequity is the most inequitable in society. This already jeopardizes the fair baseline of society. The educational policy refers to the motion basis and the criterion of coordinating the relations between the inside and outside education in a country in order to realize a certain education goal and duty in the certain time. The formulation of the educational policy becomes the main mode of nation guiding and intervening education. How to grasp the strategic opportunity to formulate the Chinese educational policy scientifically, democratically and highly effectively during the period of the comprehensively constructing well-off society, to plan educational healthy development and to drive educational system innovation relates to the continuous development level of the society, people's lives quality and the realization of constructing a harmonious social goal of the socialism. The education rapidly develops by unceasingly formulating and the executing the educational policy in our country. But by examining carefully some current educational policies in our country, they violate obviously the principle of the educational equity. It has not only not showed the efficiency and instead, intensified the education non-balanced development and caused the phenomenon of educational inequality. Most questions of the educational inequality does not cause from the educator and the education or the nature in great degree. The main reason is the imperfect the educational policy and its corresponding laws and regulations, the system and mechanism. Therefore, it is necessary to promote the educational equity, to reduce the educational disparity, and to enable everybody all to realize or to obtain a person's development right, the opportunity, the social position which the condition brings and the equal material interest assignment through the educational system arrangement and the educational policy adjustment under the guiding idea of equity first. The basic mentality of this article is to unceasingly closely examine the value and significance of the educational equity, under the guidance of the Marxism elementary theory, viewpoint and the method, in the angle of the policy, in close integration with China reality, from the realistic condition of the educational equity goal. In close examination, people gradually achieve the mutual recognition. That is, the educational policy is the government's positive act to realize the educational equity goal. It manifests the essential attribute of political life in our country and demonstrates strong the person's concerns and the realistic asks. To study the educational equity from the angle of educational policy can better manifest the intrinsic unity of the humanity to the equal demand and governmental responsibility. Therefore, the basic logic of this article is to revolve three questions, which are"what is the educational equity under angle of the policy?""What are the current state and the existing problems and the reasons?"As well as "how can realize the educational equity?"to launch the elaboration in turn and make every effort to realize organic synthesis of the short-term operational countermeasure and the long-term system construction. There are six chapters in this paper. The First Chapter: Introduction. It mainly elaborates the origin and significance of choosing this topic. The paper points out the study orientation in future by analyzing extensively formal documents, proposes the research angle of view by discussing among the different disciplines and puts forward the study thought and the main ideas by combining the connotation of the educational policy with the characteristics of functions. The Second Chapter: the connotation and attribute of the educational equity. This is elementary theory of this article. It mainly elaborates two questions: Firstly, what are the connotation and attribute of the equity? It is the foundational theory upholstery for studying educational equity;Secondly, what are the connotation and attribute of the educational equity? The paper finds the comprehension of conception by discussing the problems of the educational equity. The paper emphasizes that the educational equity includes the equaleducational right, the equal education opportunity and the mutual education resources and so on. This article points out the essence of educational equity is to eliminate educational inequity, to reduce the education disparity and to safeguard the public educational rights. The Third Chapter: the educational equity is the basic starting point of the educational policy. Firstly, this part replies what and why is "the logical relations between the educational policy and the educational equity under the conditions of the market-economy"and analyzes the realistic necessity of the educational policy equity under the market economy condition. Equity is the value basis and goal orientation of the educational policy in our country. Secondly, the principle of judgment of the educational equity is to safeguard each the most fundamental educational resources equally, to respect the discrepancy between the elementary education and non-elementary education and to regulate and to compensate the educational resources. Thirdly, the policy logic of promoting educational equity embodies. The Fourth Chapter: the current state, the existing problems and the reasons of the educational equity in transition period of our country. We know much educational inequity is because of the policy. It is a brand-new angle of inspecting the educational equity from the historical process of the formulation of the educational policy. At the same time, we return to the reality again. The paper expounds the current state wholly. This article mainly discusses the main manifestation, the essence and the negative effects of the educational inequity. This is an urgent reason to realize the goal of the educational equity. The main manifestations are following. (1)"students of selecting the school "and " expense of selecting the school "destroy the educational equity; (2) the unequal assignment opportunity to start school of the higher education harms the social mobility; (3) the educational disparity is the biggest throes of the educational equity; (4) the huge charge for education seriously threats the opportunity of the educational equity; (5) the children's chance of success from the different family background and from the different social strata appears the huge difference; (6) the rights of the education of the social vulnerable group is deprived and unequally treated; (7) The development of the unbalanced education is the direct consequence of the educational inequity. At the sametime, the paper still analyzes the deep-level reasons to restrict educational equity in our country. they mainly includes: (1) the development strategy of the education priority has not yet completely become the value idea which our country government develops;(2) The wide gap between the rich and the poor is a real hindrance to restrict the educational equity in China.;(3) The urbanized orientation of the educational resources distribution intensifies the degree of the educational inequity; (4) the dual division of city and countryside is a system barrier to restrict the educational equity in China;(5)The insufficient investment of the educational funds becomes the biggest bottleneck to restrict the educational equity;(6)The imperfect educational legality affects the developmental environment of the educational equity;(7) The involvement of the market mechanism has initiated many new questions of the educational equity;(8)"The key school system" inclines the unequal benefit; (9) The privilege and the corruption of the education intensify the degree of the education inequity. The Fifth Chapter: the transformation of the educational policy and the realization of educational equity. The paper analyzes the way choice of the educational reform revolving the goal realization of the educational equity from the policy stratification plane in our country. Firstly, idea transformation: to remold the idea of the educational policy equity. The key is to be clear about government orientation of the educational policy equity. Along with government transformation from the economic development to the public service, the basic value orientation of the government is also more and more clear about for humanist and the harmonious development. This has the premise significance and the main force to realize the transformation of the educational policy. At the same time, we needs to pay attention to three changes to the idea transformation of the educational policy equity, namely from "the outstanding person" to "the popular education", from "the urban center" to "the balanced development"; from "the market industry" to "the public interest", sets up the strategy of giving priority to the educational development and safeguards more people to enjoy the public educational resources equally. Secondly, construction by law: the basic safeguarding of the educational policyequity. That many systems and the policy factors causing the educational inequity lack the authoritative restriction and supervision is the main reason which the educational equity being trampled. Therefore, the party and government's important task will consummate the legal system in the question of the educational equity next. To complete work in three aspects positively: (1) to establish and to perfect the education legal framework; (2) to establish the strict education law enforcement system; (3) to diligently strengthen the education judicature construction and so on. Thirdly, mechanism innovation: the way to realize the educational policy equity. This includes:(1) to consummate the financial mechanism of the public education in our country;(2) to establish the disposition mechanism which the educational resources optimize;(3) to establish the compensation mechanism of the group;(4) to consummate the appraisal mechanism of the educational policy equity; (5) to perfect the responsibility investigation mechanism of the educational policy equity. Fourthly, policy improvement: the development strategy of the educational policy equity. How is to impel the realization of the educational equity, continuing from the countermeasure angle to discuss, following by the above three aspects contents. But, this part which is different with front mainly analyzes the challenges and the countermeasures which the present stage faces from the concrete domain which the educational equity involves. It mainly includes five contents: (1) to enlarge the government's investment for the education; (2) to strengthen the government's administration to collecting educational fees at random to the government; (3) to make fully use of the modern distance learning technology method; (4) to positively encourage and support the education managed by the people; (5) to safeguard the social vulnerable group the equal education. The Sixth Chapter: the educational equity is a long-period subject in the educational policy. This is the conclusion of this article. The paper briefly points out the basic conclusion and policy response, the limitation and further suggestions of research in future. In summary, the intensive demand of the education equity in comprehensive construction well-off society time in China exactly manifeststhe request of the socialism modernization, perfecting socialism market economy, constructing the socialism harmonious society and the world tendency of educational reform. In our country, the malfunctions and the expiration of the educational policy can possibly intensify and harm the degree of the education equity. It is urgent to carry on the corresponding policy adjustment. How to control and alleviate the educational inequity as far as possible not to continuously harm "the social order "becomes the final mission of the educational policy.
