| Community we Share today has multiple meanings. Community refers to the social group which is consisted of a group of people who live in a certain area and kinds of social relations made by the group who engage in the social activities. City community means the resident area governed by the district government and residential committee. It also concludes the community committee that is newly planned. The attainable development of society emphasizes the importance of community development on both the objective and the approach of social development. Chinese community development and construction mainly experiences two stages: The first stage starts from 1949 to the middle of 1980s with a strong political characteristic. The community development of this period is guided by the political strategy that economic is regarded as the center of the developing of society. The second one starts from the late of 1980s to the late of 1990s. The social transformation leads to the change of city community and its basic condition. At this time, the "human - centered" guidance is founded at last. Furthermore, with the reforming of nation enterprises, a large of workers pour into community. Then, the function of community is strengthened. The author presents that the constructing of community group is the center of the community development, hi order to make out the objective, we need improve community construction. There are main two steps for the community group development. The first one is to improve the overall quality of community group hi such facts as health, morality and education. The second one is to create fine community environment that include both the natural and humanistic environment. At last, this thesis arrives at the following conclusion: the community construction should continue its reform on the level of institution, ideology and practice.
