Creativity is the soul of a people and the motivation for an advanced society as well. With the advent of the age of know ledge economy,education of creativity has added a wonderful landscape to reforms of education. At present,especially as the reforms in higher education is developing rapidly and intensively,universities and colleges are getting allied as to exert their advantages in drastic educational reforms,institutions of higher education can be regarded as the main position in which to conduct creativity education.Facing the new century,China's reforms in higher education should focus on the promotion of quality,cultivation of ability and training of thinking patterns among students so as to develop their consciousness and spirit of creativity to meet the needs of the new age.Reforms in higher education require a shift of the concept of higher education and a shift of educational functions of institutions of higher learning. The shift of educational functions and the reforms in higher education have double-way effects on each other. Whatever form of higher education is,its ultimate goal is to shift or better exert the functions of institutions of higher learning,and the shift can only be achieved through reforms. This paper,starting with a discussion on the present problems in functions of institutions of higher learning,in view of the relationships between the functions and the reforms demonstrates the shift of concepts of higher-education,lays stress on the reforms of higher education system and some enlightening guidance's obtained during the course of the reforms in Shengda Business and Management college of Zhengzhou University. The body falls into several parts as follow:(1) The present problems in functions of institutions of higher learning and reforms in higher education,then illustrates the connotation of the functions of institution of higher learning,and finally concisely discusses the present problems in it.(2) The shift of the concept of higher education,which is analyzed in the following four respectsthe shift of values of institutions of higher learning,the shift of orientation of the development of higher education,the shift of the perspective of talents in higher education,and the shift of the out100k on higher education.(3 ) Reforms of higher-education system,which is discussed in the following respectsreforms of school-operating system,reforms of micro-management system,reforms of input system and reforms of macro management system in institutions of higher learning.(4) Adjustments to structures and distribution of higher education,including the adjustment to higher education levels,the adjustment to higher education disciplinary structure and the adjustment to higher education distribution.(5) Reforms in the process of higher education.(6) Some enlightening guidance's obtained during the course of the reforms in Shengda Business and Management College of Zhengzhou University.
