In modern times, social education is a new education movement of the nation. The movement influenced people's living. Sphere of learning have not pay attention to this question.The thesis focuses mainly on People's Educetion Museum's produce development executive and active. People's Education Museum began the creation of newspaper and schools after the Sino-Japanese War of 1894-1895. Form then to the break-down of the Kuomintang Government's rule over the mainland, its develping process can be classified into four periods: The mbryonic stage (1896-1911), Early developing stage (1912-1927), Prosperios stage (1928-1937), Ueven developing stage (1938-1949). At same time, the thesis aslo discuss its restricting factors. Form those factors, the thesis inspetct the mutual promoting relation between social education and early modennization in modern times.The thesis indicates that the role which People's Education Museum played in social changing of the modern times shouldn't have been exaggerated, but it also have some influence. Today, in our country, it is also an important task to improve humen' qualities and to model modernized citizen. Social education is a more suitable method.
