A Study On The Investment In Education And Human Modernization

The eighteenth National Congress of the CPC held high the great banner of socialism with Chinese characteristics and established to realize the "two century goals". The key to build a moderately prosperous society, to make modern China a prosperous, democratic, civilized and harmonious country, is people. Here, people means those gifted and talent people with abilities, people who’s willing and daring to take the responsibilities to accomplish the goals. Realizing the modernization of people is not only an important condition of realizing China Dream, but also an inevitable requirement for the development view of people oriented. People’s livelyhood and development, and further pushing and realizing people’s modernization have now drawing world’s attention. China is the biggest transforming and developing country with a population of more than 1.3billion and enjoys a history of more than five thousand years. The meaning of realizing modernization of people in such a country of China is far deeper than the meaning itself. It relates to the whole modernization process of human. Therefore, researching and exploring the object law and implementation model of people’s modernization, further pushing social modernization by the modernization of people, deepening and developing people’s modernization by social modernization, and realizing the unity of both modernizations, have all become important subjects we are now facing.In all affecting factors in the modernization of people, education is one of the most important ones. It plays an inevitable and irreplaceable role as the key to the modernization of people. The investment, distribution and effective use of education fund are the guarantee of a healthy development of educational industry. Under the guidance of our party and the State Council, input of the education fund in China has been increased over the years, the following great achievements in educational industry has been made: preschool education has been developed, free compulsory education in rural areas has been comprehensively realized. Enrollment rate of senior high school has been continuously improving as well as vocational education system continuously completing. Standard of popularization of higher education has been improved, fairness in education promoted, overall reform in education field orderly carried on. Development of education has greatly improved the civilization of people, thus accelerates the transformation of China from a populous country into a human resources power nation. At the same time, we should pay attention that compare to the necessary expense in education development, we are still facing some problems in educational-finance. The most obvious one is that the total input cannot meet the demand of various educations, the mechanism of educational investment is incomplete. Inadequate distribution of educational investment, especially for weak economic regions in central and west areas of China, uncompleted supervise of which are all major problems. They restrict the further development of education as well as China’s modernization construction and the realization of people’s modernization. Therefore, we should endeavor to increase educational investment, improve educational level and accelerate people’s modernization of our country.On the basis of the theory of people’s development and education of Marxism and combine with the related theories and achievements of western countries, the internal mechanism and function model of educational investment and people’s modernization are analyzed and established. The educational input and the current situation of China are objectively analyzed by reviewing to the related history, and base on this, problems and its cause are analyzed. By referring to the experience and practice of other advanced countries, measures and suggestions of increasing educational investment and promote people’s modernization are proposed.
