The systems of contemporary society and their movement are characterized with complexity. The education system has the features of complex systems. In order to study the education system and its movement,it is necessary to analyze the complexity of the education system and to solve the complex education problems.1980 s a new science named Complexity Science appeared,it studies the complexity of systems and complex systems. Complexity Science provides effective methods for studying the complex education problems and exploring the natures and regularities of the education system. It is the first time that the article raises the view that we can use the principles and methods of Complexity Science to study the education and to solve the complex problems of the education policy -making .The article selects a new angle .,new theories and new methods to realize the education system.This article analyzed the complex systems and the complexity of the systems. Based on it,the article analyzed the complexity of the education system and the complexity of the education evaluation.In the second part,the article introduced the development of the complexity science,and raised the main views of the complexity science as followinguncertainty,causal chain,nonlinear,cooperation effect,unbalance. The author summarized and analyzed the principles of the Complexity Science,it includes ordering principle,reaction principle and entirety principle. The author also analyzed the three principles applications in the education policy-making and the education evaluation.At last,this article studied the model of the education evaluation .It raised the CES model,explored the nonlinear relations of the model of the education evaluation,and discussed the evaluation models inspection.
