The cultivation of the ability of students to raise questions is one of the aims of the current quality education and also an important way to lead them to learn effectively. This research first investigated the current situation of students' question raising through questionnaires, and then investigated and analyzed the relevant elements through questionnaires in terms of the factors that affect students' question raising. This research further designed specific cultivation procedures and models on the base of contemporary pedagogical principles, and carried out a three-month experimental study of the physics education in senior high school. Last, this paper evaluated and analyzed the experiment in terms of the number of students who raids questions, the number and level of the questions put forward, and the marks of students' school work.The result of the research:(1) The investigation of 211 students manifests that the number of students who often find and raise questions only accounts for 26% or so of the total.(2) The relevant analyses manifest that the ability of students' question raising is proportional to the school work marks, self-esteem, internal motivation and internal cause, and is in inverse proportion to external motivation and cause.(3) The results of pedagogical experiment manifest that the designed cultivation procedures and models can promote the ability of students' question raising, which specifically manifests in the increase of both the number and level of questions raised, and therefore improve the students' school work marks to different degrees according to different levels of students, unremarkably for the superior students, remarkably for the inferior students.
