With the rapid development of the information technology, Web-based learning has been becoming a new access to learning. On the Internet, learner can get Learning materials and be instructed in Web-based learning system from any time and anywhere. It is an opportunity to reform the traditional instruction model in the Web-based learning system through instruction technology and information technology. In this paper, author discusses how to provide learners with personalize and customized content through Web page, and exposed them diverse instructional strategies.Information filtering is a key-technology for the creation of user-adapted Website and therefore can be used in personalized Web-based learning system. In the personalized learning system, the difficulty of design and implementation includes two aspects: discovering personality from user learning behavior, retrieval among or filtering from learning objects and then composing personalized instruction. The paper discusses the related technologies, which are Learning Technology Standards, user information gather, information filtering algorithm, user profile, learning object metadata, JSP, XML and etc. The research purpose is to find a way combining and integrating those technologies with the Web-based Learning system.In this paper, the proposed framework integrates LTSA (Learning Technology Systems Architecture), information filter, LOM (Learning Object Metadata), XML and Java to solve, the personalization in the generation Web-based learning content. Moreover, the paper designed a prototype personalized learning object resources filtering system model, the instruction theory fundament of which is constructivism, self self-regulated learning and interactive learning. JSP, XML and CELTS (Chinese E-Learning Technology Standardization) are the main three necessary techniques to development this model. The XML-based metadata system model can facilitate Learning Object resources retrieval, reuse and exchange. Also it has the flexibility to generate personalized or customizable learning content and structure them in personalized learning interface.The filtering system described in this paper is mainly designed for searching and composing system among the local web-site learning resources.
