Research On Equal Opportunity Of The Compulsory Education In Zhijiang

Equal opportunity of education is the common challenge in the world, and it is necessary for improving the people's integrate quality in China. It is must in compulsory education. By analyzing the character and value and law foundation of the compulsory education, the author points out the necessity of realizing equal opportunity in compulsory education. By demonstration, the author studies the status of the equal opportunity of compulsory education in Zhijiang, Hubei province, describes the diversity which the infant and juvenile of the right age share the equal opportunity in educational resources, on the base of statistic about time and interspace distribution draws a conclusion that in Zhijiang infant and juvenile of the right age share unequal opportunity of education in finance investment, teacher resource, learning content and school substance, at the same time ,the author discloses the character of unequal opportunity in enrollment. By systematic theory, the author analyses the important factors restricting the equal opportunity of the compulsory education in Zhijiang. These factors include duality society and educational policies and law. The author thinks to promote the course of equal opportunity of compulsory education in Zhijiang, the government must make measures as follows :on the base of developing productivity constituting complete education system which concerns finance allocation system, teacher allocation system, education evaluation system for good system condition; managing education by law for fair law environment which includes complete law system, health democratic supervisation, equitable and firm system of executing the law, high efficiency industrious and honest rank of executing educational law, the increasement of education investment and efficiency by economizing the resources, the advancement of supporting the educational poverty, by implementing the policy of equilibrium for substance ensurement of realizing equal opportunity of the compulsory education. The author introduces the mode of equal opportunity in finance transference. To establish democratic and civilized circumstance for the equal opportunity of the compulsory education in Zhijiang, the government must renew the idea and encourage the whole participation.
