As we all known, education is the foundation of a country. In the modern word, education has became the important influent factors of the country who wants to promote technological development, maintain economic growth, advance social progress and enhance the national core competence. In the 21 st century,competence that the core of it has became compete for talents between nations are increasingly fierce. For china, the essence of social competition is a competition of talents and knowledge. Hence, our country should ensure the healthy development of education cause. Compulsory education is the foundation of education cause, the critical stage of student’s development and the priority of educational work. Compulsory education that is protected and restrained by law is part of social public service. Every child should enjoy the right equal access to education and acquire equal opportunity for development. Educational equity is an important part of social equity, it have a major impact on social stability and progress.However, with the deepening of social reform and development of urbanization construction in china, the amount of migrant children who pour into the city has increased year by year. So, one of the first issues government face is how to distribute educational resources rationally to cope with the increased demand for the lack of educational resources. However, there are differences in the allocation to compulsory educational resources because of our country is in a stage of development, the insufficiency of total amount of compulsory education resources, the unbalanced development of compulsory education, especially a big number of migrant children crowded into city. The differences in the allocation to compulsory educational resources include the region differences of eastern part, central and the western; the differences of provinces and cities in the same region; the differences among schools in the same area. The subject that explore the reasons lead to the differences in the allocation to compulsory educational resources, how to collocate resources effectively to meet the needs of migrant children and realize fair education has became the first question in the modern society.The paper consists of five parts, the first part is introduction that mainly discussed the source of the problem, the research significance, literature review, methods and framework; the second part analysed the theoretical foundation of educational equity and expounded the necessity of our country to achieve educational equity; the third part analysed the differences of compulsory educational resources of inter-area, intra-area and interschool with index of human, material and financial resources; the fourth part analysed reasons of unbalanced allocations of educational resources from political system, economic development, social factors,internal factors in education and other factors; the last part gave some suggestions on the notion of human being, institutional reform, social factors and internal factors in education to solve the problem unbalanced allocations of educational resources, so that achieve educational equity and keep migrant children grow healthily.
