The right to education is one of the basic human right, that of a citizen in the stage of compulsory education means the access to education, to the educational facilities and the right to successful education. To have the rights come true equally, the effective exercises of the government's power of education form the basis, and as the subject of the compulsory educational power, the government should create system to make the families and society active roles in the process of education in order to insure the effective exercises of rights to education in the families and/or society. The author found that the essential equal right to education for the juveniles in counties cannot be realized after the investigation of the situation of the compulsory education in counties from the perspective of equality of right to education. the primary cause of why the right to the equal education for the juveniles has been being infringed lies in the present educational management system of authoritarian style which cannot make each subjects of education exercise the right to educate effectively. In the processes of the compulsory education, there is educational corruption stem from a county government's and its functional department's monopolization of the power of the education, for the same reason, the schools and the teachers, which are the subjects to exercise the education, are prone to lose their activities, the right of the society and families to take part in the processes education be ignored, and limited educational resources cannot be utilized effectively. To enhance the level of the education in counties to realize the equalities of the education, the further reform of the system of the educational management is necessary. Firstly, the author analyses the relation between the each subjects of right to education and causes of the local compulsory education and its possible value, actual capacity. And make full recognition of function and the limitation of the subjects'performance under the present educational management system; Then make the decentralization of the authorities and delegate powers to lower lever to promote the configuration of the authorities of the compulsory education.
