Efficiency of incentive is a very important problem in the process of the reform of internal distribution system of universities and colleges. Researching this problem is not only the need of deepening the reform and improving the internal distribution system of universities and colleges, but also the need of the development of the theory and practice of educational management. In this paper, the author researches this problem systemically by comprehensively using educational management theory, incentive theory, principal-agent theory and game theory.At the beginning of this paper, the author reviews the evolution of the distribution system of universities and colleges and analyzes the necessity of the reform of internal distribution system of universities and colleges. On the base of rethinking the problems that appear in the present reform, the author defines the conception of the efficiency of incentives of the reform of the internal distribution system of universities and colleges. In order to realize the effective incentives in the reform, the author regards that we must think much of the need and development of individual and treat it as the base of the development of organization. Whether an incentive measure is effective or not largely depends on in what degree can this measure promote the development of individual and organization. Only by this way, can we meet the need of the development of individual and organization under the condition of limited resource, and realize the "two-wins" of individual and organization. From the third part of this paper, the author mainly discusses the design of effective incentive mechanism. At first, the author selects a university as the subject by investigating the need of teachers and the reform aims of school and making the corresponding analysis, which is the basic work of the design of the effective incentive mechanism. On this base, the author use APH to select the optimal reform model for this university through quantitative analysis. In the fifth part of this paper, under the analytic frame of principal-agent theory, aiding at some practical questions, the author sets up game models and puts forwards some correlative suggestions and measures of effective incentive mechanism design. At last, according to the above discussions, this paper educes the normal model of the design of internal distribution system of universities and colleges based on efficiency of incentive, and discusses the general thinking of establishing the evaluation system of teacher's performance.
