With the advent of knowledge economy, the international competition hasgradually turned to the talent competition. In order to adapt to this competition,countries have to enhance their higher education. In the past two decades, highereducation in our country has developed rapidly, that advanced university’smanagement from government management to the modern university system. Thischange requires staff of colleges and universities to change their past old thoughts,and make more active participation in the construction of colleges and universities.Motivation in university’s management can lead teachers to build a thought of“excellent pay excellent workers”. Reform of distribution system of colleges anduniversities serves for this change. As now colleges become more and more market,this time the distribution reform integrated appointment system, pay for performancesystem, staff appraisal system and reward and punishment system, excited the greatestdegree of creativity and stimulate the enthusiasm of staff, and achieved incentives anddevelopment purposes.This article is based on the perspective of motivation theory; discuss the ongoingreform of distribution system in universities and colleges in the perspective ofincentive management from personnel management. On the basis of the developmentprocess, this article has explained the background of distribution system of collegesand universities, and has further explored some problems such as incentive effect’sless obvious, the role of performance management not implemented, inadequateincentives. Then, the article has proposed the reform should make the motivationtheory as a guide, pay attention to concept update, and develop appropriate incentives,to promote the university’s internal revenue management system, to improve theuniversity pay for performance system, to improve supporting measures and supportmechanisms, then promote measures of reform of distribution system.
