In the knowledge-economy times which is based on knowledge resources, the development of economic social culture and the construction of harmonious society, to a greater extent, depend on the full-play of the function of universities. The special role of the universities and the labor value of teachers should be recognized by the government and the public. The purpose of the present paper is summarized as follows: by deepening the research of the reform of distribution system specified in universities, it attempts to provide theoretical support for the decision-making organization of our government to guide the reform in the field of distribution specified in universities, and attempts to provide new ideas for universities to further deepen the reform of internal administration system, and attempts to provide strategies and suggestions for the reform of the distribution system specified in universities. The objective of this research lies in the fact that through the study in this paper the general public could be attracted to stress and support the reform of the distribution system specified in universities. Our government should strengthen its input and try to stimulate the initiation and creation of the teachers—the scarce personnel resource—in universities and offer personnel support for constructing a harmonious and initiative society. This paper mainly employs the method of standard analysis combined with empirical analysis and the method of historical comparison. It suggests that the overall level of the income of the teachers in the universities in our countries should be located as median level or above with reference to the relevant professions, and suggests that a mode of distribution specified in a university which is suitable for our country should be constructed and a distributive stimulating mechanism which takes the job subsidies as a main form should be built so as to embody truly the distribution orientation which emphasizes the achievement, contribution, and which inclines to the advanced talents and key posts. It also suggests that the income of the staff is directly related to their performing of job duties, achievements and actual contribution so as to fully abide by the law of tertiary education and the labor feature of the teachers in universities. At last, it proposes that the whole staff employment should be followed and a system of achievement assessment and evaluation should be established and perfected.
