Higher Education Evaluation is an important method for the state as well as its education administration departments to make macromanagement and macrocontrol over higher education. With the reform of China's economic and higher education systems, some changes are supposed to be made within the main body, content and means of the Higher Education Evaluation, thus, this thesis explores the construction of our nation's Higher Education Evaluation system in this process of changing.Based on a preliminary analysis on the relations of management and evaluation systems of our nation's higher education in the condition of maket-oriented economy, this thesis makes a detailed exploration over the construction of higher education evaluation systems of the main western countries and our nation, further more, it compares them with each other. With the prerequisite of considering our specific national conditions, and using the advanced experience of foreign countries, this thesis furtherly suggests an overall conception for building up a "three in one" of the higher education evaluation system, it's a system that backing on authoritative evaluation organizations, and in this system, the evaluations from government, society and higher institutions are coordinative with one another. Finally, it probes into the operation of this higher education evaluation system by analyzing its organization, cultural construction, psychological control and information management system.
