Web-based course is the base cell of the web-based instruction. With the guidance of the instruction design, it makes the instruction content and the instruction activities integrated in the environment of network plat. The quality of the instruction design to the Web-based instruction influences the final effect of the web-based instruction directly. No matter how excellent the technologies do, it will not be a good web-based course if it is absent for good instruction design. In China, with the flourishing development of E-learning education, people are eager to find a way to development the high- quality web-based course, at the same time, people pay much attention to the web instructional design. The propose of the paper is to explore the way of designing web-based course in PEL theory, aiming at the existing shortcomings of web-based course in china.Problem based learning (PBL) puts the students' learning into the problem solving process. Through the collaboration between them, students solve the problems and learn the knowledge hidden in these problems. In the process of such learning, learners come into being their critical thinking, acquire the skills of independent learning and concurrent learning, develop the ability of solving problems. With the help of the PBL theory ,we can find a way to solve existing shortcomings of web-based course in china effectively, such as the lacking of the activities designing which sustain the learning contents,lacking of the learning resources, lacking of the designing of the collaborative activities,etc. So the paper chooses the PBL as the module of ID, moreover emphasizes the design of learning contents and learning activities in web based course.Basing on an elaborate analysis of PBL learning process and the condition it fits for, the article focuses on the learning content design, the learning activity design and the learning process control of web-based course, and expatiates on the design mode of PBL web-based course. In the first section, "the learning content design", compared with corresponding study of common web-based course. It analyses the role of PBL web-based course, then describes the character of it's learning content, especially on the types and design rules of "problem". In the second section, "learning activity design",according to the phases of PBLweb-based learning: problem generating, problem solving, learning outcome evaluating and reporting, it analyses the learning activities and design strategy of each phase. In the end , the article puts forward the whole design mode of PBL web-based course,according to which a design work about one chap of "Instruction Design" is made. It also discusses about the interface design, because web-based course commonly is presented by web pages.The main contribution of this thesis is the putting forward the idiographic and operable ID module of PBL web based course . To some extent ,it makes the study on the development of the web-based course. And the author hopes that it may engender deeper research.
