With the development of network information technology in global knowledge economy era, the knowledge people search for is not only confined textbooks content. Many learning opportunities has provided by enterprise training and distance education. As a new type of distance education forms, mobile learning liberated learners from time and place, and carry out a series of activities such as learning, exploring, cooperation and measurement etc. to learn and solve the problem anytime and anywhere, by using handheld device and wireless communication network.In adaptive mobile learning system, students can interaction with the subsystems, such as adaptive test, teaching strategies, teaching method, according to their own actual demand. They can also acquisition and analysis the feedback information, choose the most suitable learning content and learning strategies, control and adjust learning process to achieve the optimization goals of individual learning. However, the current mobile learning system doesn't take into account the learners' personalized feature, the demand of various and systematic study materials, which need in certain learning areas and adaptability learning, when it was designed. And the activity design model which based on adaptive learning, can provide good theoretical basis for design and implement of adaptive mobile learning system.This paper's work falls into four respects:1. Theoretical study. The theoretical basis for mobile learning and adaptive learning, points out that personality collection and modeling of the learners', is the prerequisite of the adaptive mobile learning.2. Model improvement. Modified the mobile learning activity design model, which based on the systematic design of instruction model and adaptive learning theory, and combined with characteristics of mobile learning, by increasing the learner's analysis, learning content analysis, development of learning material and optimize the feedback mechanism. That makes the process of mobile learning activity design more systematic and humanization.3. Design and implementation. According to the analysis and design methods of the improved model, the learning system can collect user information, by the questionnaire that added at the outset. Prompting the mutual understanding between users and mobile learning system, by provide a range of study, cooperation and support activities. 4. Effect analysis. Through the individualized learning content and the learning activities which can optimization, management and improve the learning process, the user's individualized characteristic can be fully manifests in the system, verified the feasibility and rationality of the improvement model.
