Metric Analysis On Scientific Papers And Evaluation Of Scientific Performance For Military Medical University

The problem of performance evaluation of scientific research is now drawing great attention among science fields. The scientific and reasonable performance evaluation for scientific research plays an important role in enhancing the distribution and allotment of limited science resources, ensuring the advantages of decision-making system of a nation. It is greatly significant for improvement of scientific and technological level in the universities to reinforce scientific research managements and to carry on the research performance evaluation timely.This article combined the present new situation of the development of science and technology in the universities, and summarized the common methods that were often used in the present evaluation of scientific research performance and the coexistentdrawbacks, with the aim at enhancing the rationality of the scientific research evaluation. This study demonstrated the relation of metric analysis of scientific papers and the scientific performance in the universities by analyzing periodical literatures distribution and citation rules, according to the theory of scientometrics. This article also emphasizes on metric analysis of scientific papers and investigated the related indexes and their meaning. The comprehensive evaluating system was established in the present research based mainly on the experts counseling and mathematic statistics. We first analyzed the value of this system scientifically and practically, and applied it to measure several departments in an affiliated hospital of a military medical university on the real situation. The advices on improving the quality of scientific papers and some problems that should be noticed in scientific evaluating had been proposed.The evaluation is of high-ranked academic requirements that serve decisively to control and direct the running of academic systems. The comprehensive evaluating system for papers established in the study has such better scientific and practical functions that can be expected to be a useful reference in evaluating the science performance and talents and in providing guidelines for the research on scientific management.
