Nowadays, talents training, scientific research and social service are three majorfunctions of colleges and universities. Different academies lay various emphases. Inthis essay, the object of this study is Shanghai Second Polytechnic University (SSPU),which is an undergraduate academy that gives priority to engineering in coordinationwith business, arts and science. Scientific research management is important inacademy daily administration. It is fundamentally meaningful for SSPU to establishits administration system by utilizing scientific research performance appraisingsystem to enhance teachers’ scientific research abilities as well as matching andserving its overall development goals. Based on mass documents and references, theauthor studies status quo, problems and countermeasures of SSPU scientific researchperformance appraising system with the help of concentrated interviews,questionnaire surveys, as well as qualitative and quantitative evaluation analyticalmethods. In the first part, the author states the fact that SSPU has definite scientificresearch performance appraising system which accords with its future development.Next, the author points out the problems and causes of scientific research appraisingsystem like imbalance in teaching and scientific research, poor pertinencein assessment criterions, as well as needs to strengthen young teachers scientificresearch abilities. To solve these problems, authorities of colleges and universitiesshould pay more attention ideologically and enhance academic ethics to preventacademic corruption institutionally. In real operation, authorities should focus onpertinence of each appraising indicator and take more active countermeasures toimprove young teachers’ training. Finally, the author makes the conclusion based onresearch content and results, makes the explanation of deficiencies in the essay andputs forward expectation how to conduct the scientific research performanceappraising system in the future. It is the most effective appraising system for everyacademy only if they find it is suitable for their own situation of teachers’ appraising.
