Compulsory education,as one of the basic public service projects closely related to the people’s livelihood,our country attaches great importance to its advancement.The report to the 19 th National Congress pointed out that education should be given priority to development,and the importance of compulsory education as a fundamental part of the entire education system is self-evident.In2018,the Reform Plan for the Division of common financial powers and expenditure responsibilities between the central and local governments in the field of Basic Public Services pointed out that compulsory education should be included in the scope of central and local joint financial powers,and the transfer payment system should be adjusted and improved to provide better public services.Therefore,to ensure local public service supply and promote the development of compulsory education public service through financial transfer payment policy is an important way for the country to place great hopes on.However,with the increasing scale and continuous optimization of the structure of central transfer payments,whether central transfer payments can promote the development of local compulsory education and how to further play its role of incentive and guarantee,studying this issue can bring certain significance to the development of China’s education and narrowing the development gap between regions.Firstly,on the basis of relevant theories,this paper analyzes the impact mechanism of central transfer payment act on local compulsory education.On the one hand,it is the central transfer payment’s induced effect,which can encourage local governments to increase education investment,thus promoting the development of local education.On the other hand,the central transfer payment has a crowding-out effect on the development of local compulsory education,reducing the local government’s own efforts to education.Secondly,starting from the changes in the scale and structure of the central transfer payment,as well as the project composition,fund allocation and performance evaluation system of the education-related transfer payment,it is concluded that the current central transfer payment system may have the problems of opaque fund allocation standards,imperfect performance evaluation system and imperfect regulatory system.In order to quantify the development level of local compulsory education in China,established comprehensive evaluation indicators for the advancement of compulsory education,and used the principal component analysis method to calculate the situation of compulsory education in 31 provincial regions.The conclusion is that the development level of compulsory education in the country is on the rise,there is a gap in the development level between the eastern,central and western regions,and the gap in the development of compulsory education between provinces is narrowing,to provide data support for further understanding the current situation of China’s compulsory education development and empirical analysis.On the basis of theoretical analysis,an empirical panel data model of central transfer payment and local compulsory education development is established to investigate the impact of central transfer payment on the total level and general and special transfer payment on the development of local compulsory education at the classification level.Finally,the following conclusions are drawn: First,the central transfer payment has a positive impact on the development of local compulsory education,that is,the increase of the scale of the central transfer payment can promote the improvement of the development level of local compulsory education.Second,the two types of transfer payments have different positive effects on the development of local compulsory education,and the effect of general transfer payments is better than that of special transfer payments.Thirdly,from the results of regional heterogeneity analysis,there are differences in the impact of central transfer payment on the eastern,central and western regions,Its effect on the central and western regions is obvious.Finally,in the light of the theory,current situation analysis and empirical test,aim at the advancement of China’s education,this study make some recommendation for reference.First,establish an education transfer payment system based on general transfer payment;Second,increase support for the development of education in the central region;Third,consummate the performance evaluation system of education transfer payment;Fourth,link the merit rating system of local leader with the advancement of education.
