It is very important for development of modern distance education that the construction of learning information resources.The kinds of learning information resources under the multimedia web-based instructional environment include multimedia resources, test paper, cases, answer of common program, index of paper. CAI. web-based CAI and web course. The design and development of learning information resources under the multimedia web-based instructional environment means the construction of web course, cases and so on.Web course and web version CAI are the two most important types of learning information resources under the multimedia web-based instructional environment. Web course is combination of instruction contents and instruction activities about a certain subject knowledge realized by web. It comprises two parts, one is instruction content recognized according to specific instruction objective and instruction strategy, other id network teaching-assistance environment. This web course instructure system greatly broadens the scope and definition of the learner, but the quality and quantity of web course are not satisfactory, hence, it is an important question to solve in short how to develop perfect web course. Its design shouldn't duplicate conventional idea and method.,but take full advantage of internet media and embody the spirit of education reform . therefore, web course design and development must be based on modern education idea, theory and instructional design theory. Only this way can we implement quality education and cultivate creative talent with aduptivity to era's advance.During the development of modern education technology, all kinds of instructional theories.learning theories, such as .behaviorism, cognitivism. constructivism, and cognitive flexibility theory. A t different history period, they exert some guidance on teaching and learning or instructional theories.
