School education is undertaking arduous tasks about all-sided promoting quality education and implement "health is the most important thing" the guiding ideology in china .The organizers and performers of school physical education being quality education's breakthrough are physical education teachers who do school physical education good. P.E teachers' quality is vital to give full play to major role of school PE in quality education. At present, P.E teachers' quality has very important significance of enforcing "health is the most important thing" the guiding ideology, and carrying out 《P.E And Health Teaching Program》 and 《P.E And Health Curriculum Standard》. During the new historical period, whether P.E teachers' quality can conform to the requirements for times developing or not, this relates to taking further steps to deepen the school physical educational reform. As a result, partly urban middle school P.E teachers in central and west region of Inner Mongolia are considered as the object of study in paper. Questionnaire investigation shows the present situation of urban school P.E teachers' quality in Inner Mongolia.The result of investigation can show that middle school P.E teachers in Inner Mongolia have the good thought moral fiber and somatic quality, have the poor scientific and academic foundation, have the unbalance developmental specialty capability quality. At the same time, mental quality ofmiddle school RE teachers in Inner Mongolia is average. Furthermore, the present situation of P.E teachers' quality in middle school is analyzed and discussed objectively in paper .On this basis, according to characteristics of economy, culture and education in Inner Mongolia, the reasonable, scientific, up-to-date countermeasures and suggestions of that the in-service training should be given to the P.E teachers in middle school at their posts and pre-service training should be given to the would-be P.E teachers of middle school are put forward .Thus, we can reinforce and heighten the overall quality of middle school P.E teachers in Inner Mongolia. Meanwhile, theoretic evidence and practical supporting have been provided for establishing and improving the network and mechanism about the education of would-be P.E teachers and the training of middle school P.E teachers.
