In the world of economic globalization and social informativization, especially in the new situation of our stepping up the policy of reform and open to the world, English has become an important tool of our taking part in international communication and competition. Our traditional English teaching just serves the examination education, attaches importance to the language teaching and learning, but neglects the education of the students' communication and application abilities and comprehensive qualities, which makes English teaching and learning in Primary and Middle Schools "the more time, the less achievement", and what the students have learned is a "Silent English".English must be taught and learned as a communication language. But at the beginning of learning communication language, attention should be paid to the comprehension of listening and speaking. The elementary students, who are active, simple-minded and ready to imitate, have much superiority in pronunciation and spoken language to the adults. In order to eliminate the disadvantages of our traditional English teaching, it is sensible for our Education Department to stimulate the elementary students in Grade Three to have English.The article, from the point of English teaching situation, discusses the issue of English teaching in Elementary School, analyses the deficiency in English practice and the reasons, and puts forward the approaches to solving the issues, so as to improve the education in Yanji Primary School.The article can be divided into five sections. The first section focuses on research aim, meaning, contents and ways. The second section discusses the basic theories of English teaching in Primary School. The third section focuses on English teaching situation, achievements and issues of Yanji City, and analyses the reasons for English teaching problems. The fourth section focuses on improving countermeasures of primary English teaching. The last one draws to a conclusion....
