On The Management Of Educational Industry

The shortage of educational expenditures has existed in our country for a long time. Although the government has increased investment to education, the problem is still serious. Owing to the earnest demand for education and the insufficiency in the government's finance, "the single-investment channel" by government can't satisfy the educational demand. What's more, the existing resources of education are not distributed and utilized efficiently. The coincident phenomenon of insufficiency and the waste in educational resources demonstrates that there are still potential resources can be used. If we can redistribute this part of resources and stimulate people to invest their abundant social capital in educational field, then the educational expenditures will be increased greatly. Thus, Using the experience of the industry's operating principal, bringing the market system and the competition system into educational field, we can manage the expenditures by means of the educational industry in order to change the state of relying on the government's finance completely, and distribute the educational resources by market efficiently in order to promote the efficiency of educational resources.This paper contains three parts. In section I the author briefly explain the concept of educational industry and the management of educational industry, the latter's theoretical bases are listed as well. In section II ,it demonstrates the view that the management of educational industry is an effective method for making up for the shortage of educational expenditures. The paper shows us a present situation of the educational expenditures shortage. Then, it finds out five reasons, which tell us necessity and urgency in the management of educational industry. At last, the paper proves the feasibility of the management of educational industry from five angles, clouding the ability of paying for education etc. The section III is the emphatic part of the paper. Based on the experiences at home and abroad, the author comes up with 11 kinds of models on how to manage educational industry to make up for the shortage of educational expenditures in our country. A preliminary study is given about the models' concept, the characteristics, the operations at home and abroad, the advantages in terms of raising funds and the suggestions when practiced.
