The fact that the input for compulsory education is severely insufficient in northwestern regions of China, mostly inhabited by ethnics groups, noted for poverty and remoteness, contributes a significant contradiction that hampers the running of the regional educational development. This thesis bases its examples upon ethnics groups inhabited in Gansu Province, Ningxia Hui Autonomous Region, Xinjiang Uygur Autonomous Regions where ethnics groups are noted typical in northwest China. By carrying on statistical studies and analysis for educational expenditure figures for rural compulsory education gathered from regional level and provincial levels in above-mentioned Province and Regions, including nationwide figures, in combining the data and figures taken from sampling primary and middle schools in numerous provinces and regions through in-depth investigations, descriptions and portrays are elaborated particularly on status of educational expenditures practiced on compulsory education in ethnics group aggregated regions in northwest China, concurrently, suggestions and resolutions are put forward regarding issues and problems presently clinging in those regions.Since the enact of new mechanism, there have been extensive growth in educational expenditures for rural compulsory education in the country, resulted in obvious improvement revenue of educational expenses for rural compulsory education in ethnics groups in northwest China, and sufficient expenses on administration and routine expenses, a steady mounting of yearly educational expenditures in ratio within budget for rural compulsory education in areas congregated by ethnics groups. The fiscal departments of various levels have served as terminal backup and mainstream for educational expenditures for rural compulsory education. Despite substantial financial support exerted by government, the input for compulsory education has been found insufficient and current expenditure subsidies are far too low and the standards for routine expenses appropriated seemed low as well. The government, therefore, is expected to strengthen its effort on input upon compulsory education, particularly the compulsory education at ethnics'areas, to coop with the growing need required by the educational course in areas inhabited by ethnics groups. In recent years, despite of the obvious rises of revenue level among primary and middle schools in regions inhabited by ethnics groups than before, there are flaws among those schools in regions of ethnics groups particularly in northwest China, IE., incomplete accounting system existed in schools, seeing with inaccurate operation, opaque accounting system, and lacking of public supervisions. Therefore, further effort should be exerted among primary and middle schools in regions inhabited by ethnics groups on building up sound budget making system, all items of income and expenses reported to county level budget systems, and related fund appropriations shall observe the regulations of treasury management systems.At meantime, effort should be put on building up the long-term, efficient and steady incentive mode for headmasters and teachers, strengthening financial support for impoverished ethnic students who lived in rural areas. The compulsory education for ethnics groups in rural areas should receive cares, regards and support from all respect of societies. Social donations that serve an effect to course of compulsory education in ethnic area shall not be underestimated.
