The shortage of educational investment has been being the bottleneck in educational development in China. The shortage in China is characterized by not only the aggregate shortage, but also the regime shortage and the finance shortage and the structure shortage. The aggregate shortage is displayed by the low proportion of the aggregate of educational investment in GDP. The proportion is not only lower than the average level of the world, but also lower than the level of the countries in the same developmental degree. The financial shortage is displayed by the low proportion of the government appropriation for education in the financial expenditure and the low proportion of the budgetary financial educational investment in GDP. The regime shortage is displayed by that the regime of educational investment and the repay regime of educational investment in store have restricted the investment of the folk capital. The structure shortage is displayed by the critical shortage of compulsory educational investment and the critical shortage of educational investment in the west-area and in the rural district.The contributing factors of these kinds of shortage are close related. The primary causes of the aggregate shortage are the large population, and the low developing level of society and economy, and the marginal efficiency of educational capital, and the lower repay to educational invest. The primary cause of the financial shortage is that the financial expenditure tilts in favor of the material production department. The primary causes of the regime shortage are the state monopoly and the state control over the education. The primary cause of the structure shortage is that the budgetary appropriations are not in favor of the compulsory education and the underdeveloped district.Then this article puts forward some suggestion to alleviant these kinds of educational shortage: to raise the repay of human capital; toinitiate a system of public financial regulation; to increase the government appropriation for education; to relax the state control over education; to improve the form of the financial transference expenditure, and so on.
