The 21th century is a competitive of talented people and this competition relies on education. In June 2001, a national working conference on education was held, at which 《A precision on Reform and Development of Primary Education》 was announced and 《An Outline of Reform of Primary Educational Curriculum》 was promulgated. In the meantime, some ministries and commissions concerned under the state council appeared publicly a series of corresponding regulations as to the reform of textbooks for primary and middle schools. All this indicates that china's educational reform has entered a stage of storming heavily fortified points, whose intention is to develop all-sidle educational reform of talented persons so as to meet the society's demand of 21th century.As a holy duty to cultivate humans, schooling should naturally assume a mission of cultivating into votive talents. However, traditional teaching method, a teacher-based teaching method, is completely controlled by the teachers. The teaching process followed by teachers and students and method of teaching and learning are basically based on teacher's own habits. The teachers wrote the book knowledge on the blackboard only by their thoughts and they, as referees, take the students' brain as a storage for knowledge and memory and instill knowledge into students' head. On the other hand, the learning method of the students is "listening-reciting-exercising" what they have been taught passively. They think their task for learning is finished when they reappear their knowledge on test for the teachers to evaluate.In teaching activities, teachers are not only organizers, controllers of teaching contents and referees judges for students' achievements, but also controllers in the whole teaching process. Students are often forced to obtain knowledge and techniques passively. And everything is controlled by teachers. Their interest for leaning is restrained. They are not able to study actively on their own initiative so that they can't turn the process of obtaining knowledge and skill into the one of learning to know how to learn and forming the correct concept of value.The 21th century is an era of information. In the whole teaching process,knowledge is divided into many parts for each subject, such as professional knowledge, teachers' personal knowledge, knowledge via information knowledge based on interaction between teachers and students. The old way of "teaching the students doctrines, giving them knowledge and answering their puzzling questions" is now far from being enough. In order to meet the society's demand of training talented people for future development, we should, during the teaching process, build up a friendly and harmonious atmosphere in which the teachers and students can have equal dialogues and common consultations each other, and build up a new teaching management model in which the students can actively acquire knowledge and techniques with their own characteristics under the teachers' guidance.
