One of the main objectives of the current teaching innovation is to change the traditional teaching system that centers on the teacher, and to build a brand-new teaching structure in which not only teachers can perform the function of guidance but also students can fully manifest that they are the main body of the learning.The part one of this article defines the learning resources and learning resources based on the Internet discriminatively, analyzes the characteristics of repository and information systems built on Internet. It brings forward learning based on resources in the school LAN, and indicates that the objective of this kind of study is to develop the interests and hobbies, thinking and quality, the ability of resolving problems and cooperate with others of students and so on.Part two briefly introduces the learning based on resources; discuss the difference between the learning prototype based on resources and traditional teaching prototype. It also puts forward several ways of learning based on resources, and monitors the learning process of students by a few assessment methods (self-assessment, mutual-assessment, file assessment, performance assessment, and project assessment etc.) and set up assessment criteria.Part three expound the constructivism theoretic groundwork for the building and design of learning resources.Part four dwells on the process of resources design and development based on the Internet.Part five illustrates some cases which say that teachers and students work together to build chemistry learning resources based on the Internet during research learning.Through research learning based on resources, teachers and students take part in constructing learning resources in the school LAN together,and specially create the web page about the study of acid rain. It is open because these learning resources result from participation of all teachers and students and interaction between them; In the meanwhile, it is dynamic for the reason that students constantly improve, enrich and refresh its contents.Through constructing chemistry teaching resources web which specially aims to vocational school, the students continually find, analyze and resolve problems during participation, and then cultivate active study attitude, study initially and form information literacy to an extent; Moreover, learning space of the students is enlarged effectively by extending learning resources, and active learning and cooperation learning are improved. Learning is" social negotiation" and" individual construction" in the active participation is fully explained.Exhibiting the students' learning production that arises from collection, trimming and understanding of materials throughout the class and putting them into the web page not only make students enjoy success but also inspire their following learning enthusiasm. Again some students study the geographic distributing of the acid rain; some others study such problems as teaching and environmental protection.On the other hand, to enrich school LAN and to create chemistry learning resources website that is fit for vocational students also offset the shortage of chemistry teaching in the vocational school. It changes the trend that excessively emphases knowledge transmission and course structure stress subject standard as well. What's more, it represents the transferring of course development ways and transform the learning approaches of students.
