The construction background of Healthy School is based on the health stimulating school health stimulating activities development, the experience of which has already been proved that for our educational system, provide with ideal channels, is an effective form and means to practice "Quolity-oriented Education" and to carry out "School Hygiene Working Regulations". According to "Shenzhen Luohu District Healthy City Proper Plans ", Luohu Educational Bureau has made a plan to set up healthy schools. Up till the present moment, the construction is surely believed to be a new thing and compared with WHO's Health Stimulating School, though completely different in practice, the purpose to develop students healthily is the same. Furthermore, they both focus on the great idea "Health" which is the basis of rely and development of human beings. However, the difference lies in the procedure and ways in constructing Healthy Schools which will add new contents to the plan. Apart from the aid from the external surroundings, the rearrangement and reunion of school inner systems will endow Healthy Schools with a quite new idea and brighten it.The following is just to concentrate on Healthy Schools' basic ideas and practice in construction, and some experience is gained. First, it gives out explanations to the idea in the following six aspects: the Definition; Intentions; Characteristics; Standards; Basis and the meaning of Healthy Schools. Followed by that, it gives a summary to the construction in four aspects: main contents; basic principles; chief tactics and steps taken. It mainly sets forth on the steps taken in the construction which consists of three parts: the design, the practice and the evaluations. Strongly affecting each other, the three cannot be separated.The building of Healthy School requires such circumstances, like practical policies, physical environment, man's relationship environment, social environmentand individual techniques, as to foster excellent personality. By observing the principles of development, harmony, activity, opening and guiding; and practicing the tactics of bringing-in ideas, dissecting and removing, we aim at the development of group intelligence. To construct a healthy school is absolutely not simply health education. It is, as well, related to the practice of open management, the emphasis on conduct the ideas of sharing, the formation of harmonious social circumstances, the respect for various cultures and the choice of values and so forth.. In order to stimulate an automatic, all-arround and sustoining development healthily for all students and every teacher, the school will have to take the initiative to develop itself healthily, to perfect its own management, to improve educational means, to create healthy educational capabilities, to solve its own ever-lasting problems in development constantly, and to build up healthy educational strength and management circumstance.The construction practice in Luohu lays stress on the procedures, and unpractical targets are constantly adjusted so that the long-term targets can be steadily hit, which guarantees the constant and healthy development in the construction. A full display of schools' automatic, creative subjective ability is also paid attention to. On the basic system in the development, healthy contents and targets are fused together to make the construction and development go hand in hand. The formation of educational chains: "healthy educational means", "Healthy school campus", "healthy education", "ever-lasting developing education", have made the construction of a healthy school and healthy education a breakthrough to practice quality-oriented education and to advance confinable development of education.
