This research wanted to discover the choosing outstanding teachers through public appraisal situation in some high schools of Tongling, Wuhu, and Anqing in Anhui Province and the effect on teachers' mentality caused by the choosing outstanding teachers through public appraisal unfairness, then worked out some basic resolution.The questionnaire of "The Choosing Outstanding Teachers Through Public Appraisal Situation in High Schools" was worked out on the basis of some relevant literature, some information from interviewing and case. Studies as well as the researcher' s experience of long time working in high school. We interviewed or questioned 70 principals (including vice-principals ) and 510 teachers in Tongling, Wuhu and Anqing, involving 49 schools (noMncluding private schools). The results are as following:1. The choosing outstanding teachers through public appraisal models adopted in the high schools of the three cities are: appointment, election, nomination+eleetion, rotation, ministry and choosing outstanding teachers through public appraisal according to quantity. Among them, the rotation, the rotation and ministry models are less used and less supported by principals; the election and the nomination+election models are more used. The most supported model by principals is choosing outstanding teachers through public appraisal according to quantity.2. The unfairness of choosing outstanding teachers through public appraisal is a general fait and has various presentations. It can be seen in 4 aspects of the work: (1) the subjectiveness and randomness of thoseteachers through public appraisal; (3) the overdemocratic quality of choosing outstanding teachers through public appraisal and (4) the cognitive bias of those who are valuated. The background of the individual who is valuated has some effect on the result.3.The unfairness of choosing outstanding teachers through public appraisal caused the fracture of teachers' mentality. It can be seen in following 3 aspects: (1) the performance of teachers' duty; (2) the life attitude of teachers; (3) the interrelationship of teachers. The background of subjects still have effects.According, to the conclusion of the research, the literature and my own experience, I present the basic resolution to solve the choosing outstanding teachers through public appraisal unfairness and avoid or release the fracture it caused on teachers' mentality:(1) regulate the model of choosing outstanding teachers through public appraisal, the randomness and unscientific quality should be taken over by scientific quality.(2) Improve the situation of high schools, the over-democratic quality should be taken over by the competitive quality.(3) Improve the mental health of teachers, the passive responses should be taken over by active ones.(4) Quality the leaders and enbody their effective power.
