Any education reform is decided by teachers, and only the continuous improvement of teacher professionalization can construct high quality education level. The thesis bases on the new elementary education reform, and notes that school-based curriculum is an important part of school curriculum system and school-based curriculum development is an important supplement of national curriculum development and teachers are the key and core of school-based curriculum development, and discusses that school-based curriculum development provides opportunities for teacher professionalization development and at the same time the process needs some interior and exterior conditions. The content of each part as follows.The first part analyzes the new elementary education curriculum system, and notes that the curriculum that carries out at school should comprise national curriculum, local curriculum and school-based curriculum, and come into being a new elementary education three-level curriculum supervisory system of Chinese characteristics, and school-based curriculum is an important part of school curriculum system, and national curriculum, local curriculum and school-based curriculum constitute a three-level curriculum framework which carries out at school, then suggests the definition of school-based curriculum development, school-based curriculum development itself is a curriculum development pattern which tries to make up the restriction of national curriculum development, so school-based curriculum development is not only an important supplement of national curriculum development, but also plays an important role in promoting students' development all around.The second part suggests the definition of teacher professionalization, it includes teacher individual professionalization and teacher vocation professionalization. Teacher individual professionalization is the foundation and source of teacher vocation professionalization, and is the fundamental aspect of teacher professionalization. Teacher individual professionalization is a professional development process in which teachers rely on professional organization to master expertise of education profession through lifelong professional training, implementprofessional autonomy, show professional ethics, enhance their teaching accomplishment step by step, become excellent education professionals during the whole career. It emphasizes the length and the growth. Comparing teachers with doctors and lawyers such traditional profession, six standards which a ripe profession should have are suggested and concretely explained. The six standards are professional expertise, professional ethics, professional training, professional development, professional autonomy and professional organization.The third part from the direction of school-based curriculum development theory and curriculum policy argues that teachers' professional autonomy is promoted in school-based curriculum development, and teachers' series of professional abilities including curriculum consciousness, curriculum knowledge and curriculum development skills, participation consciousness and team spirit are improved in school-based curriculum development, and school-based curriculum development demands teachers to be curriculum researchers and reflective thinkers, and at the same time provides a wide space for teacher professionalization development.The fourth part argues the interior and exterior conditions which are needed during the course of school-based curriculum development accelerating teacher professionalization development. The interior condition is the change of teacher personas. The exterior conditions are the establishments of integrative system of teacher education and teacher professional work environment.
