At the beginning of a new century, the whole society and citizens have paid unmatched attention to educational equality. The problem of education in poverty-stricken zones and the assurance of weak groups' rights of accepting education have become a focus both inside and outside China. Balanced development has become a new development view for fundamental education, a basic concept and strategic choice of present reform of fundamental education. The core of balanced development is balanced allocation of education resources.The key poverty-stricken counties at the national level and provincial level have weak financial ability, inadequate compulsory education supply, deficient educational funds, worn-out teaching buildings, a large amount of dilapidated buildings and deficient supply of high-quality teaching staff. Meanwhile, the allocation of compulsory education resources at the county-level is not balanced. There exists a great gap in educational funds, the situation of running schools and the level of teaching staff between urban areas and rural areas, between different towns and between senior, junior middle schools and primary schools. The rights of children' s receiving compulsory education in the vast rural areas have not been fully guaranteed.The principal reasons for unbalanced allocation of compulsory education resources in poverty-stricken counties are low social economic developing level, deviation in the management system of compulsory education and the policy of financial supply, undue centralization of education resources in urban middle schools and primary schools and the schools in the vast rural areas facing expanding survival crisis. The realization of regional balance and allocation of compulsory education resources in poverty-strickenzones would comparatively equally allocate limited education resources to each middle and primary school so as to assure balanced development of fundamental education at the county-level and change the backward situation of education in poverty-stricken zones. In order to realize balanced allocation of compulsory education resources in poverty-stricken counties, the principal measures are to strengthen duties of county governments, plan educational development in urban and rural areas as a whole, integrate education resources so as to balance educational supply, allocation of teaching staff and the situation of running schools in compulsory education at the county level.Therefore, the developing tendency of compulsory education in poverty-stricken counties is taking the view of comprehensive, coordinated and sustained development as the guide, establishing the concept of balanced development of fundamental education, administrating education in accordance with laws and regulations, allocating compulsory education resources in a balanced way so as to assure children in poverty-stricken areas to accepting education, improve the population quality in backward zones and the economic and social development of impoverished areas.
