For a balanced development of compulsory education in counties, the Balanced Allocation of teacher resources is the key link. Based on the theory of equal education, this thesis, taking the teacher resources Allocation in B district of A city in North Anhui province as an individual case, carries out an empirical analysis to find problems with Allocation of teacher resources in B district. In line with the actual educational conditions of the district, this thesis analyzes factors behind unbalanced Allocation of teacher resources and attempts to seek solutions and measures for improvement. Furthermore, it also offers some in-depth thoughts and reference for promotion of a balanced Allocation in counties.The thesis selects B district of A city as a case and divides schools in this district into three types according to their location and affiliation: schools in city proper, schools in townships and schools in rural areas. A comparison has been made on age, educational background, and professional title of the faculty as well as subjects and student-teacher ratio in different schools. The research shows drastic differences among different schools and reaches a conclusion that the distribution of teacher resources is seriously unbalanced one.The reasons leading to such a result fall into two categories: subjective ones and objective ones. Objective reasons include uneven economic and social development in different regions. Subjective reasons incorporate lack of responsibility of local governments, differentiated educational policies in different regions, and local government and officials'blind pursuit for political achievements. Based on the analysis, the thesis comes up with corresponding measures and suggestions in five aspects: Firstly, government responsibility should be strengthened to add educational investment. Secondly, blocks and segmentation must be broken to achieve resources sharing. Thirdly, policy differentiation must be eliminated to optimize the resources of teaching staff. Fourthly, innovation of system must be advocated and replenishment system for vacancies should be in place.Through empirical study of teacher resources Allocation in compulsory education stage in B district, the thesis wishes to arouse attention of government and educational management department of B district to the unbalanced d Allocation of teacher resources; On the other hand, the thesis attempts to offer some reference for the country's ongoing efforts in promoting even distribution of teacher resources in counties.
