Education is the social public goods which is an important manifestation ofsocial fairness. Being the significant part of educational resources, teacher resourcesguarantee the quality of education. Regional economic development, policyimplementation and other factors affect the allocation of compulsory educationteacher resources. Configuration of teacher resources are different between regions,urban and rural areas, also between good and bad schools. This phenomenon severelyimpacts the educational equity and social justice, which is given widely concern andattention. Therefore, solving the educational equity by optimizing the allocation offaculty resources highlights the urgency and practical significance.From the policy analysis perspective, Panjin City in Liaoning Province has beenresisted on the policy of choosing a school for25years. In order to promote thebalanced allocation of teacher resources and educational equity, Panjin City insists onincreasing rural education funds, implementing of teacher employment system,policies of “Specially Contracted Teachers Plan” and teacher communicativemechanism. With the acceleration of urbanization and the implementation of“Combing school policy”, education departments must integrate teacher resources forsource sharing. Although the government has take steps to promote fairness ineducation, the quantity and the quality of teachers and the structure of primary andsecondary school faculty of different schools in counties are seriously imbalanced andhave huge gap. Balanced allocation of teachers at the stage of compulsory educationmay be an empty talk unless solve these issues effectively.This thesis takes county level administrative areas as the research scope, surveysA County in Panjin City as a case study, following the overall idea of issues, causes,countermeasures and the logical structure of theoretical basis, raising problems,analyzing reasons, exploring the countermeasures. This paper is divided into fiveparts as follows:The first part is an introduction. Pointing out that the current imbalancedallocation of faculty resources is the key factor that restricting the fairness ofeducation. This part describes the purpose, meanings and definitions of relevantconcepts of the study, analyzes the relevant domestic and international researches ofbalanced distribution of teachers, then highlights the breakthrough and innovation of this article.The second part is the theoretical foundation. Analyzes the educational equitytheory, resources allocation theory and regional development theory, which providinga theoretical basis for the study of balanced allocation of teacher resources and atheoretical support of coming up with strategies and ideas.The third part is a summary of the issues. The investigation reveals three levelsof issues of A County, Panjin City. Quantity of teacher, teacher quality and thestructure of teachers are imbalanced.The fourth part is a cause analysis. The reasons for the imbalanced allocation ofcompulsory teacher resources in Panjin are four aspects: imbalanced regionaleconomic development, limitation of teachers’ professional standards, deviation ofpolicy implementation and imperfections of teacher management system.The fifth part is the countermeasures and suggestions. It concludes: enhancingattractiveness of rural teachers, strengthening teacher management, building thestandardization system of compulsory schools, improving teacher qualification updateauthorization systems, training systems and the management of flow system.In the current process of social transformation, education in A county, Panjin City,Liaoning Province is typical, the author hopes this article will provide some referenceto current balanced allocation of compulsory education teachers resources.
