As a key breakthrough in the balanced development of compulsory education,the balanced allocation of compulsory education resource is the due meaning and important component of achieving the goal of high-quality and balanced compulsory education.Our country has entered a new era,and the main social contradictions have been transformed into the contradictions between the people's increasing needs for a better life and imbalanced and inadequate development.In the field of compulsory education,it is represented by a fairer and higher-quality education demand,surpassing "basic equilibrium" and pursuing "quality equilibrium".Accelerating the realization of balanced allocation of compulsory education has increasingly received national attention,and has become one of the key points of the national education reform and development strategy.However,restricted by differences in economic levels and differences in policies and systems,the balanced allocation of compulsory education still faces imbalances between regions,between urban and rural areas,and between schools.This article first summarizes the research results related to the balanced allocation of compulsory education resources,and defines the relevant meanings of the balanced allocation of compulsory education resources.Next,after laying a certain theoretical foundation for the balanced allocation of compulsory education resources,this article selects Anhui Province as the analysis object.By collecting and collating data on the balanced allocation of compulsory education resources,the article uses statistical analysis to initially study the current of situation of the balanced allocation of compulsory education resources in Anhui from five dimensions: the basic conditions of compulsory education,the text of the compulsory education resource balance policy,the basic conditions for running schools,teachers,and education funding.and finds that the balanced allocation of compulsory education resources in Anhui Province has continued to improve overall.The "short board" in the allocation of educational resources has gradually been completed.Then,the article constructs an evaluation indicator system for the balanced allocation of compulsory education resources in Anhui Province from basic conditions for running schools,educational equipment,teacher team building,education Four major indicators,including 14 secondary indicators,such as the area of school buildings per student,the number of books per student,and the number of full-time teachers who are higher than the required academic qualifications per 100 students,by summarizing the indicators selected by domestic and foreign scholars for evaluating the balance of compulsory education resources by using the statistical method of description,and combining the requirements of policy requirements and the main concerns of the people in reality.Furthermore,the combined objective weighting method and the Theil index method were used to calculate the annual level of compulsory education resources in Anhui Province and the level of compulsory education resources in urban and rural areas in Anhui Province.The result found that the current level of compulsory education resources in Anhui Province has been significantly improved,but the gap between urban and rural areas and school sections still exists,the improvement and informatization of educational equipment have an important role in optimizing the allocation of educational resources,the imbalance of teacher resources in urban and rural ordinary junior high schools shows a rebound trend,cities and rural areas will face the insufficient supply of compulsory education resources.Finally,combined with the future development trend of compulsory education resources,a series of improvement suggestions are proposed from the aspects of comprehensive reform of the education mechanism,enhancement of the construction of teaching staff,optimization of information technology teaching applications,consolidation and improvement of the education funding mechanism,etc.
