The Teacher Employment System has been put into practice for many years, but not been applied drastically in my country or it isn't a real employment system, which are many reasons for that. This paper is to try to study teacher employment system from the point of systems theory and histology. The main viewpoints are as follows: (1) the teacher employment is a systemic works and we must have the concept of "macro- employment". (2) The problem of teacher employment is a regime's problem. (3) The solution is to set up a scientific mechanism, which are object-oriented mechanism of teacher flow, market-conditioned mechanism of teacher resource arrangement , stimulation mechanism of teacher work , supervision mechanism of teacher management and learning mechanism of teacher development. The paper is to study the object and theory and pattern of this mechanism, furthermore some ideas on how to apply.
