Content: Our human society has entered the 21st century that demands new requirements for the teacher employment system. Therefore, the teacher employment system must be reformed to satisfy the needs. It is the necessity of the market mechanism of the human resources. According to The Notice on the Improvement of the Management System of Compulsory Education in Rural Areas Issued by General Office of the State Council in May, 2002, the teacher employment system must be carried actively out in the rural primary and middle schools.There exited, however, many problems during the carrying out of the reform of the teacher employment system in the rural primary and middle schools. In order to resolve these problems, we have made thorough studies about the research achievements on the teacher employment at home and abroad; about the successful experiences of the developed western countries such as the United States of America and the Great Britain as well as about the successful practices carried out by the schools in the developed cities in China. Based on the thorough studies, we have put forward our conceptions about the further reform of the teacher employment system carried out in the primary and middle schools in the rural regions. That is, the conception about the aims for the reform; the conception about the contents for the reform and the conception about themodel-the dynamic full contract employment system. We have also put forward theauxiliary reforms for the teacher employment system. The condition for the dynamic full contract employment system is the fulfillment of the teacher credentials; The prerequisite for the dynamic full contract employment system is the establishment of the job-market system; The important link for the dynamic full contract employment system is the fulfillment of the teacher post system; The key to the dynamic full contract employment system is to straighten out the salary system. The safeguard for the dynamic full contract employment system is the improvement for the security constitution. Thereafter, we have analyzed the reasons for the excellent teachers' job-hopping and have offered some ways to deal with the situation.It is the current situation for the primary and middle schools to further reform the teacher employment system at the rural regions. Therefore, the way-out lies in the carrying out of the dynamic full contract employment system in the primary and middle schools at the rural regions.
