The reform of teacher employment system is the most important part of the educational personnel reform. All the things require the teacher troops in our country to be made the employment reform with the deep development of the global educational reform , the open-reform in our country . Particularly the establishment of the social market economical system and the present condition of the teachers troops in the primary schools and in the high schools. The teacher employment system reform will have a great meaning for promoting our country's educational positive development. In the late 80's 20 century, it was carried on experimental work in Beijing ,Shanghai, Guangdong, Shejeng and so on. After 2001,it was gradually expanded in the primary schools and high schools all over China .However, there are some inevitable problems in the process of the reform.In this paper ,It looked back the reform operated in the city of Chengzhou .It used abroad relevant experiences about its management for reference , and put forward some suggestions of setting up the teacher employment system by adopting investigation research , quantitative and qualitative analysis and comparative analysis. It set forth its three stages , preparing stages ,carrying-out stages and summary stages .In the same,It stressed on the rationalization design about possibility valuation evaluting system ,design the teachers' character measurement evaluting system and the results and effect evaluating system.
