The "leaping forward" development of Railway elementary and secondary education is a positive, strategic and active idea, based on the Railway reform and development. It is marked mainly by the rapid increase in ability of the primary and middle schools attached to the railway companies, the development of the teaching level, and the improvement of teaching equipment.There are different barriers facing the development of the Railway elementary and secondary education, a few of which are covered in this article. The elementary and secondary education has obtained a historical development opportunity by the separation from the Railway enterprise. The separation provides the elementary and secondary education with vast opportunities. The article addresses the harnessing of these opportunities, and facing challenges incurred by the separation.Teaching thoughts and ideas must progress, if we want to develop the schools. The article seeks the direction of teaching ideas and thoughts of "student creativity" focused, co-operative, and quality education. It is the trend for teachers to specialize for the schools' development. It is necessary for the Railway schools' "leaping forward" development to improve the quality of the teachers, establish the efficiency of the schools administration, improve the schools' "blood making" (self-funding) functions, and meet competition in the education market with appropriate marketing ideas.If we say that "student creativity" focused education strengthens the schools' capability, then the establishment the school characteristics will raise the status greatly. As they are main points in the new curriculum reform, we must enable the students to have a creative spirit, practical ability, motivation to "live and learn", and a sense of responsibility. In order to put forward the "leaping forward" development with the "characteristics strategy", Railway schools must make full use of the school culture, and find the starting point of establishing school characteristics.
