Research On The Rural Educational Security System

The development of china depends on rural, the development of rural relays on education, and the development of education demands system. Aiming at establishing an appropriate, perfect and scientific rural educational security system, the author compares, and analyzes lots of literature materials and data in three subsystems and puts forward the connotation, necessity and thoughts of the rural educational security system with combination of theory and practice. In china, farmers' income remains low on the whole while educational expenses are overweight. Meanwhile, the financial allocation to education is not enough and unreasonable on constructions. All the above reasons lag the development of rural education and further more hold up the solution of "three agricultures" problems (the problems of agriculture, peasant and village). The author states that the development of education is the key point to realize scientific developments and the establishing of rural educational security system is the inevitable choice of the times. To ensure abundant and stable funds source, we should involve the rural educational security system into the social security system and depend on the compulsory national institution and legal system in the hope of promoting the development of the rural educational career in a healthy and steady way on the basis of coordinate and integrate operation of the whole society. At the same time, we should know that the establishment and consummation of rural educational security is a complicated systematical project which not only includes the internal operating mechanism of raising funds, managing and expenditure systems etc, but also involves the exterior environmental construction of laws and regulations, supervising mechanisms and social conditions etc.
