Contrastive Study Between US SSI And Subsistence Security System Of China

Throughout the world, both developed and developing countries attach great importance to the living of the residents at the bottom of the society in order to maintain social stability and national long-term stability. All the countries provide related assistance system to these residents on the basis of their actual conditions to guarantee their basic livelihood.Take the American supplementary income security plan (SSI) for example, which is the minimum life guarantee system of American, has been improved after legislation and revision. At present, the plan is the largest cash welfare programs of U.S. non-payment welfare system. It focuses on coordinating the relationship between the social insurance programs and other assistance programs during the process of management, provides a better solution to the issue of sharing the responsibilities between federal and state governments, as well as provides the minimum living allowance to the elderly, blind, disabled people who need help most.Subsistence Security System of China, known as"the last safety net"for social stability, through which the government provides cash assistance for people whose per-capita family income is lower than the minimum living standard announced by local government, to meet the basic needs of the family members, offers relief to urban and rural poverty to a large extent. However, during the process of implementing the Subsistence Security System, the problems of large differences in minimum living standard between urban and rural areas and between different regions, management shortcomings, invisible income and unregistered employment, etc. occur.Combined with the problems in Subsistence Security System of our country, this article aims to give recommendations for improvement of Subsistence Security System of our country through the comparison of two systems between China and USA.
