Research On The Operation Status Of The Minimum Living Security System In Rural China

At present, the rural poverty problems in our country still very serious, it is still the national and academics concerning field. Rural minimum living security system as an important component of our country rural social security system, it plays an irreplaceable role in alleviating rural poverty and realizing farmers "Born on somewhat". Improve the operation mechanism of the minimum living security system has the very important realistic significance in exploring the protection policies for the impoverished rural population, realizing the goal of our government-"2020 establish basic covering both urban and rural social security system", and promoting the construction of new socialist countryside and social harmony. By 2007, China has basically established the rural minimum living security system, the system as an important social policy pilot from 1994 so far has operated for nearly 20 years of time, so how does this system work? I start this paper on operation status of Shandong province L county rural minimum living security system for real understanding of the rural minimum living security system operation process and result, find some this system actually existing problems, put forward some practical and feasible countermeasures, provide some reference opinions for policy makes, and promote this system trend to developing and perfecting constantly, so this research has certain theoretical and practical significance.This paper take the L county of Shandong province as a case, adopt the case study method, collect the related materials through to interview the rural minimum living security system managers and minimal assurance objects of L county, subordinate town and village. On the basis of analyzing the interview materials to study the county rural minimum living security system operation process, include the selection of minimum assurance objects, the determination of low safeguard standard, the raising and issuing of funds, the management of the system, and the implementation of relevant measures, etc. Research found that the rural minimum living security system has some positive effects on ensuring the basic life of minimum assurance objects, maintaining the stability of the rural society, perfecting the rural social security system. But there are still some problems, include farmers'low degree cognitive of this system; selection of minimum assurance objects lack of justice; shortage of capital source; configuration of institution and staff is not in place; distempered dynamic management mechanism; and lack of corresponding complementary measures, etc. To solve these problems, the author put forward the following countermeasures:strengthen the propaganda, enhance the recognition; regulate operating procedures, strengthen the dynamic management; clear at all levels of government responsibility, ensure sufficient funds; set complete working organs and personnel; perfect related supporting measures. Finally in the discussion part I put forward the responsibility of government from four aspects, including the creation of environment responsibility, policy responsibility, fiscal responsibility, legal responsibility, etc.
