Increasing attention is being focused on higher education in the new century in our country that how it will cultivate more high-qualified and high-level persons to serve for national economy science and social development, that how it will improve its teaching quality and efficiency. For the recent twenty years, colleges have made out reforms in personnel management. Managing model and relocation of internal human resource. In the final analgsis, the reforms aim at setting up a competitive system that can attract, keep and stimulate talented persons to benefit colleges and producing environmental advantages for them. To achieve this, the most important prerequisite is to put college human resource into rational and scientific use, and the crucial question is to reform stimulating system.The paper expounds the application of stimulating system in college staffs management in four parts. The first part gives the reasons why to carry out stimulating system reform. The second part shows the challenges faced by college stimulating system reform. The third part expresses the thoughts and contents of stimulating system, and the last part analyzes the effects.Part 1: Three main reasons for college stimulating system reform.Firstly, for a long time, people are not dear about their duties, the rewards and penalties. The superior cannot be promoted while the inferior can not be regulated. The idea of "Big Iron Pot Food " fluctuated. An unwieldly and overstaffed organization caused not only financial problems but low efficiency and corruption.Secondly, the stimulating system reform is required by social reform and state policy.Since reform and opening-up policy in 1978, market competetion and "survival of the fittest" have become commonly accepted maxim and cultural concept in employment market. The system of "Iron Rice Bowl" and "Big Communal Pot "have been broken up in many fields. Now, colleges remain to be rare organizations in which there are merely lifelong jobs regardless of performance. College system reform is imperative under such situation. What they have to do is nothing but what have been finished by enterprises and government departments.Thirdly, It's necessary to carry out the reform for college human resources to be brought into full play.College human resources are valuable and important manpower assets, whose power will gradually displayed with the development of market economy and social progress. One who make full use of the power will make larger progress and will be invincible in the intensively competitive 21st century, vice visa looking back, we can conclude that it was such a decisive factor of production that played a promative role in any stage of social development, that is, human resources.Part 2.Challenges faced by college stimulating system reform.The first is how to establish scientific and concentrated professional checking quotation, which is the important content in personal administration. Meanwhile, it's the prerequisite of effective stimulating system and basis for improving managing level.The second is that several rigid problem we should deal with. Such as the stipulation and distribution of allowance, which must meet with the facalties' needs; the benefits of running a school; the short-term system's instability with market economy.The third is administers should understand what staffs truly want. Try to contend them by combining invidual needs and organization targets.Part 3. the thought and content of stimulating system mode. Firstly, four relationships must e carefully handled to achieve a food design mode. One is the relation between reform, development and stabalization, another is to be fair. Open and transparent post competetion, for choosing the best ones; a third is between democratic reform and cadre policies; the last is between social benefits and economic benefits.Secondly, the mode should follow the formula that working effects equal to working ability multiplied by active working attitude.
