China is a large agricultural country, and among a population of nearly 1,300 million, 70 percent of people live in the country. So, in our country the problem of the agriculture , countryside and peasant are always the basic ones of the economic development and social progress. points out:" The basic issues of agriculture are at the science and technology and the education, and the agriculture and the rural economic growth should be turned on to the tracks of depending on the scientific and technological progress and improving the laborers' quality." The vocational and technical education connects the education with the production, is a method to pass the scientific knowledge and the professional technique on to the laborers and turn this potential productivity into an available one, and it is also the essential measure to train , improve and upgrade the workforce . The countryside is with a large population, and the manpower resources are abundant. But the laborers have low quality, which is unable to meet the needs of the rural modernization and the healthy andcontinuous development of the rural economy. So, we should develop the workforce resources in the countryside of our country and improve the rural laborers' quality and technical ability by the rural vocational and technical education before we can improve the laborers' ability to accept the modern agricultural production technology to fit in with the needs of agricultural industrialization development , promote the rational transformation of the surplus rural labor force, and the sustainable development of the rural economy.Author's brief introduction:Zeng Fanxiang, mal, born in 1962, a senior teacher of middle school, the vice president of Fujian Qiaoxing Light Industry School, is mainly engaged in the teaching , management and research work of vocational education.
