The individual financial support for the poor students is not only an effective means to help poor students complete their education, but also a strong complement to the national financial assistance. From Individual micro perspective, individual financial support is a kind of voluntary&unpaid behavior which directs the resources to the poor students, and it is an act of charity care for vulnerable groups; From social macro perspective, The individual financial support for the poor students is a sign of both social progress and human civilization, and it is helpful for the formation of a good social atmosphere and harmonious interpersonal relationships.Based on the analysis of the result of the base&action system generated by the behavior of the individual financial support for the poor students, and taking the project of ONE-TO-ONE" from H FOUNDATION, this study detailed analyses the process&result of the project "ONE TO ONE", and the situation of mutually constitutive relationship between actors and poor students. Meanwhile, it tries to show the behavioral logic, process and results of the individual financial support for the poor students from the micro level, and it will provide the basis for further discussion about more efficient and standardized development mechanism which can improve the individual behavior support for poor students. The main contents of this paper consists of five parts:Part one is an introduction which mainly puts forwarding the research background and research significance of poor students individual financing behavior, introducing the research status, research design, innovations and limitations of the research. Part two is the foundation of poor students individual financing behavior which discusses the social foundation, economic foundation, cultural foundation and environment foundation of poor students individual financing behavior. Part three shows the analysis on poor students individual financing actors system, from the analysis, sponsers are more likely to choose the fund agencies, such as folk charity, charity or public welfare project, colleges and universities, etc, for funding poor students. Part four is a case analysis:"ONE-TO-ONE" project from H FOUNDATION. This part elaborates on the relationships among operational process, operation effect and actors in the process of financing, of the project of "ONE-TO-ONE", and presents the outline of "ONE-TO-ONE" project from micro level. Part five is conclusion and discussion. Based on the summary of the content and conclusion of this study, a further discussion will be required on how to promote the effectiveness and standardization of the financial support project for the poor students.
