The reformative and opening social environment of our country has greatly accelerated the development of the science of policy making since the Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party. The policy-making in education has also started and developed rapidly with the development of the society and the progress of the educational reform, the research on educational policy-making has been proved to be defective and inadequate.Based on a comprehensive study of educational ethnology, the science of policy-making, behavioral science, the writer of the present paper makes a tentative study of the policy-making behavior of leaders of X University, benefiting from a large amount of first-hand material collected during the protracted secretarial and assistant work at the office. A lot of methods, such as collecting material, investigation, observation, interviewing and sampling, are adopted in the actual manipulation of the study. In view of behavior and attitude, the paper deals with the contents and the classification of policy-making of X University, the process of policy-making and comments on the policy-making, the influencing factors as well as the proolem of how to realize the science and democratization of the policy-making.The first part of the paper includes the comprehensive remarks on related, the methods used in the study, a brief introduction of X University and so on.The second part analyses mainly the major contents and types of policy-making of the leaders of X University. Study shows that the leaders of X University concern mainly the problems of how to implement education, the construction of the rank of teachers, teaching and research, capital construction, reform and development, the construction of the party aswell as the idea logical and political work. The policy-making can be classified as collective policy-making, individual policy-making, tracing policy-making and so on.The third part mainly explores the process of policy-making and different comments on the policy-making of the leaders of X University. The policy-making process can be divided into the following four steps:l.To find out the problems and define the aim of policy-making.2.Analyse the contradiction and work out the plans.3.Comment synthetically and work out the best plans.4.The implementation of the policies.The fourth part gives a concise analysis of the major factors (policy-makers and the environment of policy-making influencing the policy-making of leaders of X University. The supreme policy-makers are the top leaders of the university. Their influence over the policy-making resulted from both the leading group as a collective and leaders as individuals. The influence of policy-making environment is mainly focused on politic environment, economic environment, peripheral environment and inner-collegiate environment.The fifth part comes to the results of the research.The sixth part discusses the problems of how to realize the science and democratization of policy-making and explains some related problems including:1.Going deep into the real life and making investigations is the prerequisite of the science and democratization of the policy-making.2.Raising the overall quality and the individual quality of the policy-makers is the key to the science and democratization of the policy-making.3.A complete set of policy-making process and methods in conformity with the objective rule of principle is necessary for the realization of the science and democratization of policy-making.4.To streamline administration, to institute decentralization and to enlarge the decision-making power of a university is the only way to the realization of the science and democratization.5.To insist on the democratic centralism is the organizational guarantee in the realization of science and democratization.
