A full-scale implementation of quality education is of great importance in carrying out the program of China's national rejuvenation in the 21st century, which is planned by the party and government. In order to realize a full-scale quality education, the present system of education evaluations should be reformed, since the latter is a "booster" of the former. Sport social evaluation will be conducted in the light of our education policy and scientific value-orientation of education.. Equipped with scientific and plausible evaluation methods and techniques, this new system of evaluation will evaluate the process and the result of PE according to preset education goals. Its purpose is to improve PE practice and push forward its development. The results indicate that PE social evaluation should be marked with the following features: (1) it exerts a developmental effect on education practice ; (2) it involves participation of people from different walks; (3).it gives a comprehensive education of the evaluation; (4) it adopts scientific procedures and techniques and ; (5) it utilizes a variety of evaluation modes.This paper is based on the theories of philosophy, logic, education, sociology, education evaluation. Referring to a series of research methods such as documents, paper-question investigation, logic and statistics, it makes a systematic study on the basic principles and present study situation of education social evaluation ,the features of PE education social evaluation, and the standards and principles that should be followed in building the PE education social evaluation system for the bachelor graduates. Based on this , it builds the index system and its evaluation pattern of PE education evaluation for bachelor graduates, and demonstrates the importance and necessity of doing so.The paper shows that the PE education social evaluation system is still at its beginning point by analysing the present study results. First, theorists has not given it a clear definition. Second, the material contents has not been involved. At present, people only study the concepts, necessity, and education evaluation agents. They haven't touched their hands on the material problem of how to develop and build the PE education evaluation system.According to its characteristics, the author of this paper thinks that the PE education evaluation should have the following features: the double effects of PE education talents' quality, the scattering of the evaluated subjects, the obvious differences among places and so on. In order to build a PE education social evaluation system, some main principles below should be followed: the subject principle, the comprehensive effects principle, ahead-of-time principle and democratic principle.According to the study results, the contents of PE education social evaluation system for bachelors' professional qualities should include the following four aspects: moral quality, professional quality, cultural quality, and physical and psychological quality.The developmental PE education evaluation system should be set up to meet the demand of the new PE education evaluation reform. The system will not only point out the shortage and limit of the PE education evaluation system in China, but also show the present latest evaluation development tendency and the most advanced evaluation thoughts. In order to put the PE education evaluation system into better practice, the next two points should be insisted on, 1) the varieties of evaluation methods, 2) the varieties of evaluation forms. The paper tries to build the developmental PE social evaluation modal according to its study, meanwhile referring to the quality administration system modal that is based on the industry and commercial quality protect ISO9000 system, (see chart 4)The study and practice of social evaluation at home and abroad demonstrated that the scientific and effective PE evaluation mechanism must be set up if we try to foster proper PE educators who are really fit for the social development.
