The implementation of family planning is a fundamental policy of China. In such a developing country as China with a large population, population, a crucial problem in the preliminary stage of socialism, is concerned with the success or failure of modernization construction of China as well as the reciprocal harmonious and sustainable development of population, economy, society, resources and environment. Controlling the population quantity and improving population quality is a strategic decision for the realization of the great target of socialist modernization construction and sustainable development. In the 50 years since the foundling of New China, especially the adoption of opening up to outsider world and reform, China has greatly accomplished in population control and family planning through the arduous efforts at all levels. In the circumstance of backward economy, China has succeeded in exploring a route to integral population management with Chinese characteristics, prompted to strengthen comprehensive national power, accelerate social progress and promote the people's life, and made a prominent contribution to world population stability, since China has effectively controlled the over increase of population by means of lowering birth level to substitution level below in addition to the attainment of population reproduction type from high birth rate, low death rate and high increase to low birth rate, low death rate and low increase. In spite of the magnificent achievements in population control and family planning so far, there are still diverse problems in birth control and family planning in country territories and below, where inhabit the majority of the population of China. A Chinese saying goes, "When the provinces and counties are well managed, the society maintains stability." A county, functioning as a bridge between upper and lower level, urban and rural areas, manipulating the whole rural situation in state administrative management and economic development, is anorganizer, manager and adjuster of rural economy of China. As a result, the effectiveness of national birth control and family planning is largely depended upon the situation of that in county territories. The enhancement of birth control and family planning is a critical break-through in county territories, whose research seems extremely necessary and significant. As a consequence, it is an unavoidable and urgent project to analyze the difficulties and problems in birth control and family planning and probe the effective road to solve the problems in birth control and family planning in county territories in new situations. At last, the dissertation, based on the analysis of the problems and their corresponding reasons in birth control and family planning in S County, puts forward some measures to improve the situations in birth control and family planning in county territories.The chief problems involve:Relative loosening in population quantity control; Multiple work targets but blind or incomplete implementation; Weak legal management; Work difficulty in the grassroots; Unreal nature of present work requirements; Ineffective management for migrating people; Unbalanced proportion of male and female babies. Their corresponding difficulties are as follows: Inadequate leaders' attention; Insufficient fund input; Reluctant shift of mass birth concept;Inadaptability to market economy situation; Unattainable targets of "two shifts"; Lack of satisfaction to mass reasonable needs. The suggested measures include: To frequently publicize concerning policies; To ensure fund input; To program legal management;. To popularize villagers' autonomy; To brief high quality services; To advance serial governmental encouragement; To socialize integral management; To modernize information management; To improve leaders' and cadre's work quality; To specify management responsibility.
